THIS CALLED MEETING OF THE BOARD OF TRUSTEES, BEING HELD FOR THE REASONS LISTED BELOW, IS AUTHORIZED IN ACCORDANCE WITH THE TEXAS GOVERNMENT CODE, SECTION 551.146. VERIFICATION OF NOTICE OF MEETING AND AGENDA ARE ON FILE IN THE OFFICE OF THE SUPERINTENDENT. CLOSED MEETING, IF REQUIRED, IS AUTHORIZED BY THE STATUTE AND WILL BE CONDUCTED PRIOR TO THE CONCLUSION OF THE MEETING. IF, DURING THE COURSE OF THE MEETING, ANY DISCUSSION OF ANY ITEM LISTED ON THE AGENDA SHOULD BE HELD IN CLOSED MEETING, THE BOARD WILL CONVENE IN SUCH CLOSED MEETING IN ACCORDANCE WITH TEXAS GOVERNMENT CODE, CHAPTER 551, SUBCHAPTERS D AND E, SECTIONS 551.071-551.084.

AT ANY TIME, THE BOARD MAY GO INTO CLOSED MEETING TO RECEIVE LEGAL COUNSEL OR ADVICE WHICH THE SCHOOL DISTRICT’S LEGAL COUNSEL DETERMINES SHOULD BE CONFIDENTIAL IN ACCORDANCE WITH COUNSEL’S DUTY TO THE DISTRICT PURSUANT TO THE CODE OF PROFESSIONAL RESPONSIBILITY OF THE STATE BAR OF TEXAS. THE BOARD OF TRUSTEES MAY TAKE ACTION IN THE OPEN PORTION OF THE MEETING ON ITEMS DISCUSSED IN THE CLOSED MEETING. Consideration of approving the minutes of the Public Hearing concerning the District’s FIRST Rating and the Regular Meeting on October 13, 2009.

Consideration of people who sign in on the designated form located on the table at the entrance of the School Administration Building Conference room in accordance with Policy BED (Local).

Consideration and possible action for a resolution retaining professionals in connection with, and authorizing the issuance of, Comstock Independent School District Maintenance Tax Notes, Series 2009; providing for the payment of such maintenance notes; specifying the terms and features of said maintenance notes; and resolving other matters incident and related to the issuance, sale, payment, and delivery of said maintenance notes.

Consideration of and possible action to accept the Highly Qualified Teacher Report as presented by the Superintendent.

Consideration of and possible action to amend the 2009-2010 Budget.

Consideration of and possible action to close inactive bank accounts as recommended by the auditors.

Consideration of and possible action to approve Second Reading of the Policy Update 86,as prepared by the Texas Association of School Boards, affecting local policies:
